Vision
Molen de Vlieger (including its museum function and habitat) must be well preserved in the coming decades, so that many generations after us can enjoy and learn from a beautiful, unique piece of heritage in Leidschendam-Voorburg, over 400 years old. The mill is at its most beautiful when it is turning and, in accordance with its original purpose, must periodically and effectively drain the polder.
Objectives:
- The foundation aims, in cooperation with the miller:
- To permanently maintain the mill in operational condition for the community and to have it periodically drain the surface water in the Essesteijn polder landscape in accordance with its original purpose.
- To demonstrate the operation of a wind-powered polder mill to the public and to visualize the water management of the Dutch landscape.
- To inform the public about life in and working with a polder mill throughout the centuries.
- To develop museum-based educational activities in and around the mill by means of a permanent exhibition on the theme of water management and the functioning of mills in general. To support and promote the tourist value of the mill for the municipality of Leidschendam-Voorburg.
- To provide information regarding the significance of draining and keeping dry the areas located below sea level in the Low Countries, in order to make them suitable for habitation and cultivation.
- The foundation does not aim to make a profit.
Means
The foundation seeks to achieve this goal, among other things, by:
- In cooperation with the miller who possesses the actual knowledge, ensuring that the mill remains operational.
- To appoint a volunteer museum manager for the development of the museum’s educational function and to recruit volunteers as needed to carry out the museum’s educational function who, in cooperation with the miller and the volunteer museum manager, perform the function.
- To keep the mill accessible to the public, whereby an admission fee is charged for visiting the mill, which benefits the foundation, which will use the funds for the performance of its duties. Furthermore, by acquiring the necessary financial resources through donations, subsidies, and sponsorship funds.
- To notify the municipality that the surroundings of the mill, the “mill biotope,” are protected as much as possible to ensure the proper functioning of the mill.
ANBI status:
The “Molen de Vlieger” Foundation has the status of a cultural ANBI. Voluntary periodic or one-off donations can therefore be deducted at 125% of taxable income. For more information, go to the Tax and Customs Administration website: Belastingdienst/donations

Municipality of Leidschendam-Voorburg:
- The municipality is the owner of Molen de Vlieger and the associated grounds.
- The municipality, together with the miller, is responsible for the actual condition of the mill and the grounds belonging to the mill, as well as for technical matters concerning the mill.
- The municipality is responsible for major maintenance of the mill. The municipality is responsible for protecting the mill’s surroundings, the “mill biotope,” to ensure the mill functions properly.
Miller
- The miller, together with the municipality, is responsible for the actual condition of the mill and the grounds belonging to the mill, as well as for technical matters concerning the mill.
- The miller ensures that the surface water is pumped by the mill, in accordance with the regulations of the Water Board, and will operate the mill to this end as much as possible.
The miller is responsible for the daily supervision of the mill and the mill grounds. - The miller is responsible for minor maintenance of the mill.
- The miller is responsible for safety and therefore has the mandate to give instructions, in the interest of safety, to anyone entering the mill or the mill grounds.
